Navy Board

The Navy Board is the body responsible for running the Royal Navy.

Members are responsible for assisting the First Sea Lord in discharging his responsibilities as Head of Service and RN Top Level Budget Holder. Principal among these is to ensure that the Navy is fit to fight and can deliver the military capability required to defend the UK and its interests. 

The Navy Board meets monthly, or more often as required, and comprises the following members:

First Sea Lord & Chief of Naval Staff: Admiral Sir Philip Jones KCB ADC

The First Sea Lord is the professional head of the Royal Navy and is responsible for developing and generating a balanced and integrated RN capability, and for maintaining the fighting effectiveness, efficiency and morale of the Service.

Second Sea Lord and Deputy Chief of Naval Staff: Vice Admiral Tony Radakin CB

The Second Sea Lord is responsible for the delivery of the Naval Service’s current and future personnel, equipment and infrastructure.

Fleet Commander: Vice Admiral Ben Key CBE

The Fleet Commander is responsible the provision of ships, submarines and maritime aircraft required to support mandated maritime operations.

Assistant Chief of Naval Staff (Policy): Rear Admiral Nick Hine

The Assistant Chief of Naval Staff (Policy) acts as the First Sea Lord's Chief Executive, working to identify and drive the Board’s strategic objectives.  

(Acting) Finance Director (Navy): John Hawthorn

The Finance Director is the First Sea Lord’s principal adviser on financial issues and is also the Civilian Workforce Adviser, leading on implementation of civilian workforce policy.

Chief Operating Officer: David Goldstone

The Defence Chief Operating Officer is a newly established post within the Department. Supporting the Permanent Secretary, the role is responsible for the Department’s Operating Model, including being a member of each Military Command’s Board; and the delivery of the Department’s Change Transformation Programme. The Chief Operating Officer is the senior Director General responsible for Head Office and Corporate Services.

Non Executive Directors

The Non-Executive Directors provide an external challenge perspective to the Board’s business.

Mr Chris Weston

Chris is currently a Chief Executive at AGGREKO, a FTSE listed company operating in over 100 countries and employs 7,000 people. Aggreko provides mobile and modular power, and related services, where it is needed most in the world. He has been involved in the re-evaluation of the company's strategy and developed plan to deliver growth and the restructuring of the company into three clear priorities of the customer, technology and efficiency.  This was well received by the shareholders and the company with the execution of the plan now well established.

Mr Brian Gilvary

Brian Gilvary is BP plc Group Chief Financial Officer and Board Director with over 30 years experience of working in the oil and gas sector. Brian has responsibility for over 15,000 employees and contractors including BP’s commodity trading division, shipping tanker fleet and a series of central and deployed functions (finance, treasury, tax, planning, indirect procurement, business services, investor relations, mergers and acquisitions, information technology and systems and internal audit).

He chairs the BP Group Financial Risk committee and is a member of the Audit, Gulf of Mexico and Russia sub-committees of the BP plc board. He also regularly presents at investor conferences and meets directly with the top 100 investors and BP’s key relationship banks around the world. He is well established within the city of London and Wall Street in both the equity and debt markets.

Mrs Mary Hardy

Mary started her career at Ernst and Young where she trained as a chartered accountant quantifying at the first attempt. She stayed for 19 years working in external audit, traning and project management and became a partner at the age of 31. After 8 years Mary decided the time had come to move into commerce where she did a variety of high profile roles for various companies including Heron Properties, Diageo plc and the Transport for London. In 2009 she was headhunted to become the head of risk assurance for the London Organising Committee of the Olympic and Paralympic Games. 

Mary is now retired from working full time for one employer and finds herself working more than full time for several as a non-executive board and audit committee member. In addition to her navy duties, she is also a member of the Defence and HM Treasury Audit Committees. She is a member of the board and chairs the audit committee of the Oil and Gas Authority (OGA) and the Chartered Accountants Benevolent Association.

Lance Batchelor

Lance Batchelor has been the Group CEO of Saga plc since March 2014. Saga is a FTSE listed company providing holidays, insurance and financial services to the retired generation. It owns and operates its own cruise ships. Prior to Saga, Lance was CEO of Domino’s Pizza (2011-14) and of Tesco Mobile (2008-11). Before that he served as Marketing Director at P&G, Amazon.com in Seattle and Vodafone. Lance holds an MBA from Harvard Business School. Lance’s first career was as a Royal Navy submariner. From 2011-19 he was a Trustee of the National Gallery, a Prime Ministerial appointment.

Helen Miles

Helen joined Severn Trent in November 2014 as the Chief Commercial Officer and brings with her a breadth of commercial experience having worked within regulated businesses and sectors across Telecoms, Leisure and Banking. As a member of the UK Board, Helen was instrumental in delivering HomeServe’s future growth strategy and ensuring a sustainable, customer-focused business.

As an experienced finance professional, Helen was previously Chief Financial Officer for Open reach, part of BT Group plc, and has extensive experience of delivering major business transformation across the Group. Prior to BT Group, Helen worked in a variety of sectors and organisations such as Bass Taverns, Barclays Bank, Compass Group and HSBC.
